LENDING REGULATIONS OF THE LIBRARIES OF THE TECHNICAL UNIVERSITY OF MADRID

(Passed by the Governing Council of the UPM on the 27th April 2000)

Within the services offered to the users of the Technical University of Madrid Libraries, the lending service and reading room, whose regulations are detailed below, it is fundamental to comply with its objective of supporting both the teachers and researchers.


1. USERS

All members of the academic community of the Technical University of Madrid are considered users and have the right to use all of the lending services. The members are listed below:
-Students.
-Final project and work practice students.
-Teaching staff and the Administration and Service staff.
-Researchers and PhD students.
People not belonging to the university may also use the lending services provided they have a prior detailed application with the required guarantees.
It is essential to present the membership card of the Technical University of Madrid or accredited document, issued by the Library in order to use the service.

2. READING ROOM

The reading room may be used by anyone in possession of a personal membership card. It may be requested by library staff when deemed necessary.
At busy times, preference will be given to users from the Technical University of Madrid.
Silence is compulsory in the reading rooms. Smoking and the consumption of food or drink is prohibited, as is the use of mobile telephones.

3. LENDING SERVICE FOR TAKING DOCUMENTS HOME

All of the works are available to be taken home except for the following:
-Manuscripts, incunables, antique books and those of special value
-Reference books (dictionaries, encyclopaedias, repertories, etc.)
-Periodical publications
-Special materials
-Frequently used books of which there are only a few copies and which are no longer available (these are included in the category of "SALA" books)
All of the works available for lending are divided into the following categories:
-Monographs
-Videos
-Manuals (basic text books from the subjects in the study plan or frequently requested books)
-Supplementary material (diskettes, CD-ROM, DVD or any other type of information support accompanying manuals and monographs. Its lending will be inseparable from the work in which it is included)
-Original Works (this category is limited to those libraries which have such a collection)


3.1.- RULES FOR THE LENDING SERVICE
3.1.1.- Students

Students are allowed to take out a total of 2 works from any Technical University of Madrid library, be they manuals or monographs.
They may also take out two works belonging to the category of supplementary material. In the case of videos, only one may be taken out.
The lending period will be 7 days for manuals, monographs and supplementary material. Videos may only be taken out for one day.

3.1.2.- TEACHING STAFF AND ADMINISTRATION AND SERVICE STAFF

Collections in the library of the Centre to which the Teaching staff and the Administration and Service staff are attached may take out a total of 8 works of the library of the Centre to which they belong, with the following restrictions:
-videos: maximum 1
-manuals: maximum 2
The lending period will be 120 days for monographs and supplementary material, 7 days for manuals and 1 day for videos.

Collections from other libraries
Teaching staff and the Administration and Service staff will be able to take out books from other Technical University of Madrid libraries provided that they do not exceed a total of 8 previously established works, with the following restrictions:
-monographs: maximum 5
-supplementary material: maximum 5
-manuals: maximum 2
-videos: maximum 1
The lending period will be 30 days for monographs and supplementary material, 7 days for manuals and 1 day for videos.

3.1.3.- Students Working On Their Final Project Or Studies

Those students working on their final project or studies will be able to take out a total of two books from any Technical University of Madrid library be they monographs or manuals.
They may also take out two works belonging to the category of supplementary material. In the case of videos, only one may be taken out.
The lending period will be 14 days for monographs and supplementary material. Manuals may be taken out for a period of 7 days and videos 1 day.

3.1.4.- RESEARCHERS AND STUDENTS

Researchers and PhD students may take out a total of 4 from any Technical University of Madrid library with the following limitations:
-manuals: maximum 2
-videos: maximum 1
The lending period will be 30 days for monographs and supplementary material. Manuals may be taken out for a period of 7 days and videos 1 day.

3.1.5.- Others

Users belonging to the category "Others" may take out a total of 2 books from any Technical University of Madrid library be they monographs or manuals.
They may also take out two works belonging to the category of supplementary material. In the case of videos, only one may be taken out.
The lending period will be 14 days for monographs and supplementary material. Manuals may be taken out for a period of 7 days and videos 1 day.

3.2.- RESERVATIONS

All of the users except those in the category "Others", are entitled to make a reservation per work to a maximum of two works.
The reservations may only be made for those works available for lending.
Once the reserved works have been returned, the user will have another two days to take the book out of the library again. After this period the reservation becomes invalid.
Videos cannot be reserved.

3.3.- RENEWALS

Renewals may only be made once and for the same period of lending, provided that the said works have not been reserved by another user.
It is essential that the lending period has not expired when renewing a work.

3.4.- RESTRICTIONS

Occasionally, when much requested books have a certain number of reservations, the lending period will be restricted.
In general when manuals have more than 4 reservations, the lending period will be reduced from 7 to 3 days.
In the case of monographs, when there is more than one reservation, the lending period will be reduced from 120 to 30 days for Teaching staff and the Administration and Service staff.

3.5.- WEEKEND LENDING

Occasionally, the "SALA" books may be taken out for the weekend. The works that may be taken out only at weekends will be available from 12:00 on Friday and must be returned before 12:00 on the following Monday.
This type of lending is restricted to students, Teaching staff and the Administration and Service staff of those libraries in which this type of service is available. These works may not be renewed.
3.6.- HOLIDAY LENDING
During the holiday periods: Christmas, Easter and the summer there is a special lending service, exclusively for students, restricted to the works in the library to which they belong.

This type of lending cannot be renewed.

3.7.- CREATIVE WORKS

In some libraries there are special collections destined to the integral training of users made up of works of literature, history, philosophy, etc., that serve as access points to knowledge, thinking and culture.
These works are not considered as an integral part of the technical collection (destined for regulated training) and are therefore subject to a special regime.
For all of the categories of users, the lending period will be 30 days, with no option to renew them. The users will be able to take out a maximum of two works, provided that they have not exceeded their lending limit.
Both reservations and applicable sanctions will be those established in the rules and regulations.
This special regulation is in force but it is pending its ratification by the collegiate bodies of the University.

3.8.- SANCTIONS
3.8.1.- For reservations

Those users who do not come to pick up their reservations may be sanctioned with three days suspension from the lending service.

3.8.2.- For Lending

The sanctions for delays in returning books (overdue books), for all categories of user, will be applied from the day after the date on which the book is due to be returned.
The sanction will consist of the suspension of the lending service for a period of two days for each day that the book remains overdue. There will be the following exceptions:
-Manuals: three days sanction for each day that the book remains overdue.
-Weekend: four days sanction for each day that the book remains overdue.
In the cases of repeated abuse or misuse of the service, the user will be banned provisionally from the services of the Library, until the Director or Dean of the Centre, with prior notice from the head librarian, decides on an additional corresponding sanction.
The loss of or damage to a work will be sanctioned with the obligation of replacing it or, if it is no longer available, buying another similar one that is considered useful by the library.
Non-compliance with the minimum rules of behaviour will be sanctioned with expulsion from the reading room and possible exclusion from the rest of the services of the library, if the behaviour is repeated.
The theft or mutilation of books or any other bibliographic material will be considered a very serious offence and will be reported to the academic authorities so that they can take the corresponding measures.
The total suspension from the services of the library must be approved by the Library Commission, where there is one, or, if not, the governing body corresponding to each centre, with prior notice from the section head of the Library.
With the aim of guaranteeing the return or replacement of the bibliographic collections belonging to the heritage of the Technical University of Madrid, on the part of the students, the Secretary of the Centre, before the application for the issuing of an official qualification, will require a report from the Library corresponding to the situation with regard to the lending record of the applicant. In the case where there are works overdue, it will be brought to the attention of the Management or Dean’s Office at the Centre in order to insist on the return of the bibliographic works.
When any Teacher or Administration and Service staff leave their job at the Technical University of Madrid, the Management or Dean’s Office at the Centre will ask the Library for information on the situation regarding the lending, with the aim of recovering any works lent pending their return.

TRANSITORY ARRANGEMENT

Transitorily, and until the Regulation of the Library Service of the Technical University of Madrid is approved, it will be the responsibility of the Head of the Department to apply the Lending Regulations with regard to the return of bibliographic works established in the Departments and catalogued by the Library.
