The general objective of this program that began in 1994 is to contribute to the development of Higher Education in Latin America through cooperation between the European Union and the countries of Latin America.

This program gives money to projects whose aim is to improve the development of Higher Education in Latin America (universities and other institutions).

Countries from the EU and the following 18 from Latin America are involved in this program: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Guatemala, Honduras, México, Nicaragua, Panama, Paraguay, Peru, Uruguay and Venezuela.
